What is the age requirement for the assisted living program?

We are looking for a facility in Hot Springs that can provide assisted living for my mother who will be 89 this month. She currently lives in Garland Towers and has only Social Security. She is currently at St. Joseph Hospital and we are looking for a place where she can have someone to look after her and provide meals. We really do not want to place her in a nursing home at this time as she gets around fairly well and likes to be somewhat independent.

Is any part of the cost covered by Medicare or other government programs?
